OnSpawned is only sent once

The onSpawned message is only sent the first time a bot is spawned into the game. Its is not sent again after the bot dies and is respawned.   It should be sent every time.

OnDied not firing

Can't change to a specific weapon

Commands.ChangeWeapon(UTIdentifier) overload doesn't seem to be working. There is code related to this commented out in the server mutator. That's probably a good place to start looking.
